Welcome to the Ark.
That's Tongo from the Blackstar cartoon of the early 80's. I loved that 'toon as a child, and imo it was the superior precursor to Heman. The version pictured does not feature the light-up chest emblem. I don't remember whether the original versions had that gimmick, or if it was introduced later. In any event, there was a dial on the back of the figures that activated a flint in the chest that created actual sparks that illuminated the clear plastic chest-piece. Lol 80s toys with dangerous features...life was good! Galoob made them and you can find them easily on eBay by searching "Galoob Blackstar toys". There's a Tongo there (just checked) that matches exactly that photo which could be yours (again lol) for $15...good luck reclaiming your childhood. |

The first Blackstar releases didn't have the sparking gimmick.
Later releases did, and all of the first series except were Mara (the only female in the line) were redone with the gimmick. |

Most Blackstar weapons were made of glow-in-the-dark plastic. Tongo had a whole backpack full of them.
