This was an xmen toy I bought as a kid and I can't remember what xmen he is. He came with fire things you attached to his body like a flame stand. His costume was all blue.

That's X-man--or parts of him anyway. He was part of the Age of Apocalypse storyline, and as included in a toybiz subline called "Marvels Most Wanted."
