I believe Wolf was teased before Disney's acquisition of Fox, and the legal rights over the Predator property are being disputed over in court at the moment. While I'm not positive that this is causing the delay, I also wouldn't rule out or be surprised that this could be an issue similar to what Neca went through recently with the Nightmare on Elm Street and Friday the 13th franchises.

Because despite the fact that Shredder tried to train them to defeat the Turtles (and gave them all the cool conqueror names), the Frogs weren't the brave warrior type and actually didn't care much for fighting. They spend more time running away than anything in their few appearances on the show.
