Toy was gifted at 2nd birthday in 1938. Has a metal button nose. Resembles police officer. Could be an educational toy of some sorts. Alternates yellow & red rings from the base up to the torso of the toy. All pieces can be removed to reveal a broomstick end of some sort which the head screws into. The picture is attached. Please let me know if anyone might have an idea. We have searched everywhere over the internet

Not positive but my guess would be a Holgate stacking toy?
