He's an original character that was created for the new Arkham game next month.

I'm still putting money on the "big reveal" that he's Jason Todd/Red Hood.

In the main story? I know there's some side-mission DLC but I haven't heard about him being in the main game.

To be fair though I've been avoiding news so I don't get spoiled. I'm trying to go into this one as fresh as possible.
