The Seekers are about the only troop builders that Transformers has, really (aside from Cybertron's Scrapmetals). Of course, the cars are the Autobot equivalent of the Seekers, so that could be a second source.
The problem is that most of them each have their own individual personalities, rather than being faceless numbers like Cobra troops. EDIT: Thought of a few more: Sharkticons, Alligaticons and Insecticons.
