That's what I thought too, then I googled it. The only info I could find was under King Randor's entry.
...so I'm still puzzled. He looks like an unused Thundercats character (and I assume his clan could be the Thundarians). Hopefully, his bio sheds a lot more light on him.

yeah i thought the same, its a wasted spot for a true classic character there are so many other characters id like to see other than this even tho it looks like a good figure, but who the hell is he? give me some snake ppl, give me some mantenae, man-e-faces,leech, shit anything but a who the eff are you....

I'm glad Mattycollector's entry on their site has the bio, because that thumbnail hurts my eyes.
"Leader of a race of Eternian cat warriors called Qadians™, Carnivus™ keeps his people safe high in the village of Felis Qadi™. For many years, the Qadians™ kept a neutral stance, preferring not to get involved in the affairs of other tribes. But with the rise of Skeletor® and the subsequent release of the Snake Men™ and the Horde from their interdimensional prisons, Carnivus™ agreed to re-evaluate his core principles and joined the struggle for freedom, allying himself and his people with King Randor’s new Eternian Council. Carnivus™ uses his feline agility and great courage to fight against evil." So much for that Thundarian theory of mine. But kudos to Mattel for filling in more of the "Universe" part of the line's title.
