I wonder why they chose NOES 3 as oppose to say the first one.

Part 3 is basically the definitive look. In part 1, his sleeves aren't striped and the burnt face look was quite different. It was more horrific looking in Part 1, in part 2 it's a bit more demonic looking. In Part 3, it's basically where they defined the look for the rest of the series. More streamlined makeup, less bulky mask.

Oddly, part 2 is my favorite look, followed by Part 1 then Part 3. I like the Freddy's Revenge versions simply because the burn makeup, the rotted teeth, the slightly extra melted look and the bladed hand all looked terrifying to me as a kid. I really don't hate any of the main designs though.

I hear ya. I appreciate some aspects of Part 2, but it breaks a ton of the rules set up by the first film. Part 3 brought the franchise back in line though.
