I acquired this today, as well as a handful of vintage GI Joe accessories, and I have no friggin' clue who it is. The inner thigh says '1986 Hasbro' and I can't find him on a single checklist or info site. Anyone got any info?

According to "The Ultimate Guide to G.I. Joe; 1982-1994" You my friend have Battle Corps Shipwreck from Series 13 from 1994, I don't know why the date says 1986 other than it may be a reused part from a different Joe and hence the year on the figure.

Yep thats definitely Battle Corps Shipwreck!! He was also the figure used in the Nickelodeon Action League Now! Stop motion show (he was known as Stinky Diver in that show,and i think they re-painted some of his parts to make him look a little different from the stock shippy.
