Off the top of my head, Iron Man Iron Monger movie version would be a decent helmet look. If you are looking for a removable helmet, I'd suggest looking at the minimates figures.

MU Hulk 019 single figure would have ideal legs as they have pants on them. You could switch out the feet maybe and customize them. For the torso, probably best to just use epoxie to create the jacket and other details.

Or maybe a jacket from a 6 inch figure would work, since hulk is so bulky.

I'd probably sculpt the helmet. It's pretty smooth, not a lot of detail, simple shape. Shouldn't be too hard.

With Joe Fixit, just take the Avengers Hulk and paint the legs and then sculpt some torn socks and shirt onto it. Paint the skin gray. Maybe do a head swap with WW Hulk and mod the head a bit.
