Found this detail on another news posting:
Wonder Festival Shanghai 2020 Limited + Exclusive If it's true, I hope it eventually comes through a different channel like the 1/6th scale black version. |

It does appear to be an exclusive. Their site has the product code as EX-044b.

I found some additional news over at Tag Hobby:
"Scheduled to be sold at "Kojima Productions Store" at a later date → Kojima Productions Store" So not too bad, then. |

I still don't understand why they are still pushing to make & sell a mascot.

Was more puzzled with the first version, but seeing this in a black repaint got me interested even if it isn't in a game and just a mascot. Looks real good. I just keep hoping this Kojima connection means they'll put out more Kojima related figures, the Figma/Max Factory Solid Snake needs more company.
