What toy does this head go to??

Anybody know what toy this head goes to? The two cobras flare out to the sides and are spring loaded. And the entire head is spring loaded and looks like it attaches to another part. Sorry pics are sideways, couldn't figure out how to flip them. Any help would be greatly appreciated!

No markings at all..... I found it with a bunch of 1980's GI Joe and He Man toys, but doesn't seem to match up with anything from those.

I'm stumped, looks like it should go with gi joe serpentor, do to the color scheme and the snakes, but I'm pretty sure it doesnt.

Seems like a playset part to me, or maybe a piece of some offbrand robot or transformer.
