I couldn't tell what toy line this was, or if it was interesting to anyone...

Its from the animated line. Its part of a figure line that was shipped out to many discount stores such as payless or big lots. There was also a batman robin and batgirl if memory serves

It is a Two Face figure from the final season of the Batman the Animated Series TV show.
The original figures were put out by Kenner, who subsequently lost the license to Mattel. Mattel didn't have a lot of time to produce figures for BTAS before they would be considered irrelevant to kids and that particular series of figures was released after the show was off the air, mostly at discount stores like Family Dollar.

True that.
Its funny, cause they still have some in stock. Isn't that show like 20 years old?

It's a repaint of the Two - Face figure that was originally part of a 2 pack. Mattel initially, after acquiring the toy licensing rights to DC Comics characters, released an assortment of 2 packs based on the final season of Batman: The Animated Series. Most of these figures were repainted and reissued on single cards with The Penguin being the only new figure in that assortment and sold at various discount and convenience stores. None of them ever made it to big box retail like their 2 pack predecessors.

It's from the Batman Animated Series by Mattel. It was released in 2006 and sold for $4.99 USD when it came out.. not sure how much it's worth now though.... hope this helps
