Mine has that same problem. I've heard of the superglue trick before and have thought about trying that. Apply superglue but make sure you keep swiveling the head as its drying to not lock it in one place. Im open to any other suggestions as well.

you know i used that method on my smaller figures with mixed results, but im a little apprehencive with such a large figure, have you considered taking his head off and painting the ball with testers paint to tighten up the joint, but i cant seem to pull the head off for fear of breaking him

The super glue trick should do just fine if you do it carefully. I have done it many times with a lot of loose figures. Just turn him upside down, shoot a couple of drops, move the head until dry and repeat until tight.
But if you do wanna take the head off, boil and pop is the method: Boil a bit of water in a recipient in the microwave and dip the head in it for a minute. This will soften the plastic enough for you to pull the head out (just cover in water the head and joint parts so that nothing else becomes soft and loose when pulling it out)

future floor polish.

super glue can discolor plastics overtime along with a whole mess of other issues. future will give the neck joint a super smooth acrylic coat giving the joint back the bite it needs to be tight again with non of the drawbacks of superglue.

Its glue that's white and sticky when you're applying it and it dries clear, you can usually peel it off of stuff too.
