Help ID 1980's figure white belt accessory

Hi Guys,
This belt was mixed in with some Bravestarr parts I received but it's too small for that line of figures. This belt is under 3" long (flat) with a holster, pouch, bullets, and a logo of a star inside a circle with a pair of wings. The belt fastens together the same way a vintage He-Man strap would but this piece is more rubbery. Any help is greatly appreciated!

I think I checked those and Galaxy Rangers and Bravestarr and Cowboys of Moo Mesa and Dick Tracy and came up with nothing. Checked Toy Island figures, too...nada.
