Help ID this figure w/no markings please!

I've checked everywhere on this figure and there are no markings whatsoever! Any lead would be greatly appreciated! Thanks!

Size? Is it articulated?

That is Ransik from Power Rangers Time Force. He only came as part of a play set and it's possible he should have a sword of some sort with him.
