Help identify this star wars head

Does anyone know who the blue star wars guy with the red cape is? It's a 3.75 figure, and looks like a senate guard but the senate guards I am aware of have blue robes not red capes.

It looks like a mix of Royal Guard (Senate Security) (ROTS) together with the red capes of Royal Guard (Coruscant Security) (Star Wars Saga series), with the red capes sliced down in shape. Not an actual release.
