Identification of military(?) action figure

My friend is looking to replace this action figure for her son, but isn't sure who the action figure is. The only background I have is that he was found in a bucket of army figures, he is the size of a small figurine, and "he's some branch of military bomb squad/defuse"

The original got swept away by the waves after this picture (attached)

I didn't know, but apparently 3.5 inches. Someone on facebook figured it out, or at least found a post on e-bay. It's a "Chap Mei True Heroes Sentinel 1 Patch Bomb Disposal Military Figure GI Joe" or "Chap Mei 1:18 Lanard 3.75 GI Joe Bomb Disposal Figure Bomb Squad" depending on the listing.
