Because the SH ones cost twice as much per figure as what NECA would charge so they aren't competing with Playmates at that point because they're in a whole other price bracket. It's pretty much the same situation as Mattel restricting how NECA can release DC 7" figures. Even though NECA is a strictly collector-oriented company their $20 figures would be too close to what Playmates charges and apparently Playmates won't have it, meanwhile the 1/4 scale figures will be fine because of their size and price difference. I imagine that if NECA marked msrp for basic figures at like $40 then Playmates would be way more tolerant of them doing 6" turtles.

TMNT has been one of my favorite properties of both my childhood and adult life. The graphic novels, video games, movies, and toys have always been a part of my household for as long as I can remember. I think in the case of Bluefin, that they are able to do the cartoon Turtles simply because they are considered an import item, and not a direct competitor to Playmates here stateside. There might also be some complications with NECA doing this stateside as well, as Playmates did do comic versions of the Turtles roughly a year or two ago, making this set a competitive against their own.

Of course, Playmates could ease fan fever a bit by simply releasing the excellent looking Shredder figure that they showed off for their 6 inch classics line 2 years ago, but that's a different beast altogether, and is one that still leaves me scratching my head on, given how popular the line was up until this last wave of Turtles from TMNT2.

Not really. Those were Happy Meal quality toys. NECA is doing Collector's toys.

I'm pretty sure the licensing issue is why neca had to make these so exclusive. So, I do think playmates can be blamed to an extent.

Playmates are terrible to work with/around... who knows how much Money Neca invested, just to be told they can't produce them because they would compete with playmates terrible products.

I also collect The Loyal Subjects and the turtles license is plagued with nuances that only pertain to the turtles. For instance TLS can't sell the TMNT blind boxes in stores that also carry Playmates TMNT so TLS had to make their TMNTs key chains for TRU, Target, and Meijer so that it is no longer considered an action figure but a keychain, yet get them from Hot topic and there are no key chains attached because Hot Topic doesn't carry playmates toys.

Also I read that Playmates will not allow other companies to make vehicles which really stinks because the effort other companies put into the license show that they could make a party wagon or technodrome better than anything playmates has released.

I'm assuming you are talking about the Twilight Time one, right? Yeah, I got into Carpenter back in 2013, so I had never seen it at the time and there was no way I was going to spend $100 on it. I saw it last year on the big screen and while I enjoyed it, not enough to spend that kind of money on it. I just learned that Sony had taken the license back from Twilight and released it themselves, which Amazon had for $10, I couldn't resist. I now own the 10 best Carpenter movies.

So looking at my Marvel collection, I've come to the conclusion that outside of a few specific villains and the Fantastic Four, I don't need anyone else that isn't related to Spider-Man or X-Men.
