They did that for the first figures of the Transformers Universe line. I have no idea why... but I used to see them at retail like that almost all the time.

I should mention that the figure had a disgusting amount of dust on it.

And I still need an opinion guys, shall I open the ML Phoenix? It isn't the rarest figure in the world but it's still pretty damn rare.
