i used to work for target they will have stuff in the back and wont restock enless everything on the floor of that item is sold

Yeah thats pretty typical and maybe practical too. To be honest we even use a similar policy (often we have to be under a certain number or out before we make more) at my own job...and I'm just selling pastires.
