Austria-Hungary was a huge Empire back in the day, pretty sure their language was GERMAN [as it is today] However, due to it's location, it is between Russian states [for lack of better words atm] and Hungary. For all we know German and Russian could be the 2 languages in Latveria

			The phonetics aren't evenly roughly close to what a Germanic name would have. German names has a lot of heavy vowell sounds (Austria, Deatchland, Brandenburg Tol) whereas eastern european names have more consonants in them and not so many thick, heavy vowells and hard 's' sounds... plus, there's the fact that the letter v is pronounced as f in German, so it would be pronounced 'Lotferria' if it were Germanic. In the comics, it's usually depicted being in a region resembling the Carpathian mountains, which is in  Eastern Europe, not necessarily very German.
