She was special. She was the first mutant born after M-Day that gave hope [hence the name]. For the most part all mutants powers don't manifest until puberty.

There is no "official" age for Franklin, but he is easily older than his sister and very well could be in the "early puberty years".

i know marvel wont really go for obscure characters,but i would really love to see mad jim jaspers as a 3.75".and for those who do not know the character,he is a mutant on the same level as franklin richards.
