I’m not sure. Never read it. But it was originally shown with their Robocop vs Terminator game figures. The Dog Terminator was definitely in the RvT games.

In-universe I can't think of any reason why Skynet would need to infiltrate a kennel when they already have efficient human imitations. Real-world I think it helped add some variety to the game's enemies.
