That's Renet from the Mirage TMNT comics she is a time travler. Most hardcore TMNT fans know who she is. Versions of her also showed up in the 2003 and 2012 cartoons.

Overall I really like the defenders but Lothar looks like a villan. He just looks so mean and is kind of ruining the figure for me.
