Why is the second wave for the vintage line Revenge of the Sith? Is it having a milestone birthday or is it just random?

Random for the most part..
Wave 3 is Return of the Jedi and Wave 4 is Episode 2... I think they will hit Empire again and after that (hopefully) episode 1 will be released!!!

The Vintage packaging and promotion was announced at the Hasbro panel as an ongoing promotion running for the next two years maybe even more. It replaces the Legacy packaging and will be doing all six movies so that attempts to continue the Vintage packaging and feel from the old POTF as if it never discontinued. And all I can say is I can't wait for all these waves. The Revenge of the Sith, ROTJ (Luke, R2D2 and Gamo Guard) and AOTC lines (Zam Wessel, Anakin, Padme) look too freakin sweet.

I'm not sure how I'd feel about Prequel characters in the Vintage packaging. Guess I'll have to wait until I actually see some to form an opinion.
Regardless, I'm really only interested in the ESB figs now. So I only need to pick up wave one and I've got a breather until potentially wave 5. My wallet will be relieved.
