Need help identifying a figure

Hey Everyone,

I found this figure on the ground last year and thought it looked really cool so I kept it. I’ve been wondering what cartoon or toy set it may be from. Could anybody who knows where this figure is from help me identify it, please?

Thanks to Sean C. I now know where he is from. He does have “CHINA” under his left foot, I believe, and 2005 under his other foot. Thanks for your response Toymeistr!
