What's the 30 inside of the gold star stand for?

It may be a reference to the 30th anniversary of the character. I believe he debuted in 1991, so next year will be the 30th.

That is correct, next year is the 30th anniversary of Deadpool's debut in New Mutants #98. I can't imagine any other reason the number would show up on this piece.
