In search of an obscure toy

Hello everyone. This is only my second post so I hope I'm posting this in the correct area.

There is a particular toy that I had as a kid that I'm trying to find, but the unfortunate thing is that I don't remember what it is called, hence why I don't have a picture of it.

The toy I am looking for was sleek and tubular, like a submarine. But in it where two pulley like wheels and on the bottom at each end where these plastic, three pronged hooks. It came with a plastic handle with a long string and what you did was, you fed one end of the string through the pulleys and then tied it to something, like a door knob or a tree branch. Then you would hold the handle and raise and lower your arm to make the toy roll back and forth along the string.

It also came with you waffle balls (the best way that I can think of to describe them). When you moved your arm to make the toy move, the objective was to make the toy dip down and pick up the balls with the hook.

I think it was released somewhere between '87 & '91, as I distinctly remember having it when I was in 3rd grade (89/90) and 4th grade (90/91). I'd like to find one online to add to my toy collection but I have no idea what this thing was called. Does anyone recall this toy?

That's it! Thank you so much. It was driving me bonkers that I couldn't remember what they were called.

Apparently though, my description was a bit off. I thought they had two hooks but it seems they only had one.
