Is it weird that Mace Windu comes with a decapitated Jango Fett Helmet/Head?

Perhaps, but you can't really do too much with Mace to make him new so the options are limited. He's come with Jango's helmet before. Plus they make a removable head Jango in the Saga 02-04 line. Kids love to recreate decapitation, right?
