Help identifying a figurine

A friend of a friend was looking for the name of this toy. He's a British military veteran dad wishing to make his 9 year old happy.

It seems familiar so you wouldn't think it would be that hard. I did a reverse image search, a search of most (not all) McDonald happy meal toys, a search of obscure toys of the 80s and 90s, a search of knock offs, a search of various terms: bird, raptor, roc, etc.

It's small, fitting into a child's hand. I thought it might be Battle Beasts or Digimon, but I didn't find a match. I might have missed a Digimon. The wiki lists as many as 1174 variants. But I tried to be thorough.

If anyone can identify this toy, I'd appreciate the help.

Is there any makers mark or year on it somewhere.

I cannot say for sure, as my friend asked the same question and I did not see a reply. But I don't believe there are markings on the bottom.

Someone mentioned "It is from a cartoon I just can't remember the name. It was something to do with a game and the people became monsters inside the game".

I have not heard anything else.

There should be some kind of copyright or trademark on the figure somewhere. It might be stamped or molded on it, possibly faded if it's old. If there's nothing, it could be a knock-off.
