The artist made a subjective decision to create the appearance of fabric gathering at table level. I would be tempted to cut off the fabric in midair around the shoulder, in classic Roman style, for a much cleaner 'look' around the base. The important thing is the accurate, shiny helmet sculpt. I like it.
