Cyborg Soldier?

This mystery soldier is 31cm / 12.5 inches tall and made of hard plastic.
I've had him for years and no-one has every been able to ID him...I'm hoping someone may know something about his origin.

Either I'm very lucky to find so many rare toys or very unlucky to have a box full of things no-one can identify lol!

could just be a generic toy, no frills type of toy

If I had to guess it kind of looks like some of the Characters from an old Super Nintendo / Sega Genesis game called Shadowrun. It's a long shot but the only guess I have

I had a look and he does have the same body shape as some of those larger Shadowrun characters...maybe he is a knockoff from that toy line...
