Just took pictures of all my figures trying to find out how much they are worth, I found every one but this one

This was the only thing I could find online that might refer to that set:
Access Denied
Looks like it might be a Toys R Us exclusive?

I've looked everywhere I can think of and can't find any info, completed listings, or anything on this two pack. The only thing close is the info on the collector's sites putting these as Toys r Us exclusives, but not particularly saying they are in a two pack together.
