Can anyone give me any info about this 2" figure? Thank you!

Style of the body reminds me a lot of Matchbox Mobile Action Command, but the 2" size makes me think it is from a Buddy L vehicle or something--although I don't believe their figures had knee articulation. Aqualung doesn't seem to go with it.
