Vintage TMNT package variant question
 

I got this raph figure today and can’t seem to find this card with anyone of the heavy metal Ralph’s online. Is it legit ?

Not a TMNT expert, so I'd guess it is probably a Canadian or non-US release going by the French text under the English. Or it is a later reissue as the line started to cool down. A google search shows this Raph on generic backer cards, just not this particular one.
