Yes, it is a nod. Dragon Ball's creator, Toriyama, is a fan of Jackie Chan's work, as is Jackie Chan of Toriyama's work.

I can't think of any. But the DBZ sales don't seem very stellar in the US. That always makes me worry at some point they might not get US releases for obscurer figures.
