My first thought was some ass returned it like that, but could just be factory error.

I thought that too but when I looked closer, the Package was Taped with no Signs of Tampering, Attached to the blister Card, and Plastic Zip ties were in the Card board. This isn't the 1st time this Walmart has had this Issue. A few Years ago I Bought an Iron Man that was from 2012 in 2018 Package, I had a Hulk come Broken in the Package, and Found a Club Infinite Earths Batzarro on the Shelf.

No actually full Price but I already have the Stiggypterosaur. Honestly the Velociraptors have become Pegwarmers along with Stigimoloch. Mattel put out 25 Different Raptors in every color and Stigimoloch are just Releases

I call those last one of the day errors. Factory workers were finishing up the last toy of the day for the last figure and ran out of the correct box and found one that fit.
