Ooh this one looks better then the original one, may get rid of that one and go for this one. Although I don't understand why they don't just make new characters instead of a recast.

Well popularity and potential sales out weigh originality, and with the original out of print and prices high for these on the secondary market there will be sales. But it's like you said, this one looks better than the original which is usually the only real reason for redos. I think the artists at Koto sometimes also just feel they can do better and want to take a stab at topping the first version rather than going for something different.
