Looking to ID this TMNT weapon

Hello all! I'm hoping someone knows what this goes to. I was thinking it was Rhinoman's laser, but I can only find his accessories in purple and yellow, this is blue. Any help would be appreciated.

That does look blue, huh. I looked at so many, and they were all purple or yellow. Cool, thanks much!
