Yes and no. The "Legacy" series are, but there's only around four or so Arkham figs so far in that line. I think you're referring to the DCD versions that there are so many images of right now though--those are not TRU material. You'll need to hit a comic shop, or one of the online toy collector stores.

No I work in a Toys R Us and all we have (If ever in stock) is a couple Arkham City 2-packs made by Mattel as well as Mattel's Legacy line. Arkham City series 1 from Dc Direct can only be found online or in comic shops.
