The big Joes are still dolls. The distinction was made by US Customs for classification and tax purposes. Any figure with removable clothing is a doll, any figure with clothing molded as part of the figure is an "action figure."

As I said, it was Customs, which is the government, and they are not exactly known for being clear. The industry latched onto it because it gave them a way to distinguish between boytoys and girltoys.

what makes an 'action figure' is the articulation and joints hence making him do "ACTION" poses. nothing to do with molded clothing

And in toy collection databases that use the fancy words, those are called "Cloth apparel figurines" and "molded apparel figurines" etc. Same for the tax purposes you talk about actually. They use similar monikers of "Cloth apparel figurines/goods" and "molded apparel figurines/goods." Which then get reduced jargon for the common consumer.

Those databases don't make the distinction between "action figure" and "doll" because too much of the market now uses "action figures" for "Doll houses".

The play mechanics didn't change, only the theme and scale.

Which is really fun to think about the fact that the Avengers mansion, Xavier School, and even Wayne Manor/Batcave, really are only superhero themed doll houses.

I like playing with dolls. the life size ones. I even have names for them. they look and feel just like the real thing.
