On another note, the relaunch of the Legends seem to coincide with a lot of the current storyline in the comics. I.E. Hope, Fantomex, and now this SDCC 3 pack...

They're most likely exclusives because there was no room/budget in the retail waves. Planning a line isn't easy and as much as the creative teams would love to make a toy of every version of everyone, they can't. I'm sure if there was a way to get these versions at retail, they would. But they can't. So its SDCC/HTS or nothing.

I'm sure it would be impossible to dedicate 50 % of a few waves to the X-Men family all together, let alone whats is technically a niche subgroup of them.

Marvel is a big place and character selection needs to be broad to keep the figures selling.
