I want to assume it's someone from the same wave, but Thunderball is on the other side, and Madame Hydra doesn't have arms like that (just listing dark green characters). So that's why I'm leaning towards Doom

if your think on doing that , if a customiser can do it and i would be very impressed is make holes in spiderman so where the green paint stuff is light -up kinda thing so you have a black spiderman with a light up green effect if that makes sense

Yeh that makes sence, but would be a fucking nightmare to make happen, because either you have to cut out the entire spidey design and place in some led's and melt clear plastic over to protect it, or you would have to overlay the lights on top which would look weird, either looks like spidey acne if the led's are pointing up, or bullet vest if laying flat type deal. Unlike IM and WM who can use 1 led in chest,arms, legs and face, the effect on spidey you speak of would take an insane amont of time to do. Would be cool, but 2 much work.
