Actually, part of the Frozen issue was on Disney - they didn't put in the orders, because they didn't think it would be the smash hit it turned into. They had projected that Frozen would break even, at best.

And then suddenly, NO ONE could keep Frozen merch stocked, and because the orders were so low... there was a bit of an issue.
