Seeing that Dick Tracy makes me wish some company could do a proper line based on the 1990 movie. But Warren Beatty still holds the rights and doesn't seem interested in licensing merchandise

Do you really want a Breathless Mahoney that bad? I think the only real fault with Playmates' toyline was the lack of yellow trenchcoat on their Dick Tracy.

He has the movie rights or comic or both. Does he own it flat out.

He still has the movie/TV rights and, iirc, mostly owns the movie he did. Like, Disney just gave it back to him after the movie didn't do well enough for them to bother with a sequel

1) Disney didn’t “give him back” the rights, he’d had the rights since the 80s. The deal with Disney was production and distribution with Beatty retaining adaptation rights.
2) The film made three times its budget and won three Academy Awards. The reason the planned trilogy didn’t go ahead is not cos of any hesitation on Disney’s part, but because Beatty felt the studio didn’t promote the picture as heavily as they could/should’ve.
