Well literally the connection feels thin since Cobb Vanth was a character in the Aftermath novels (the first books used to set up the new expanded lore) and Fenn Shysa actually was a Mandalorian who ascended to become Mandalore himself not the sheriff of a small town. The visual similarity just comes from the fact that Shysa was created at a time when all Mandalorians dressed the same (like Fett) and Vanth literally had Fett's armor.
