the way it sounds to me is....he was selling a poison Ivy figure...with a buy it now or best offer? you made an offer...he never replied...you either got it somewhere else or dodged the bullet cause you decided you didn't want her. a week later and he agrees to the offer?
If it went through to your purchased list...then yes you have to pay. If not tell him to screw off.

doesn't sound like he should get a positive feedback. he might have been super busy or something or had an emergency so you should cut him some slack in that case...but if not...he should cut you a break and let you get out of the deal. they really can't force you to buy something, you can contact ebay and open a dispute..plead your case and hope they side with you. even if you don't pay you'll prob get a warning or some bad star or some shit.

I'm confused by what you mean. Are you talking about a preorder for Poison Ivy? If so, ebay's policies were changed recently and no seller is allowed to sell a preorder if it is more than 30 days from its release date.

Then yeah, I am not following you at all. Do you have the auction link? Did you already buy it? Ebay specifically states that unless it is a preorder, they cannot sell an item they do not have physically in hand.

it's probably a figure that was taken off the production line. There's always auctions going on for figures that have not been released yet but the seller actually has them in hand. A lot of times the figures don't even have their complete accessories. I think in this case the Ivy didn't even have all the vines on her.
