A simple red art pen (like from Prismacolor or a Gundam pen...or any other similar brand that's a little brighter than a sharpie...) would most likely do the trick in all honesty. As long as you use even penstrokes and take your time, it shouldn't be too difficult. If you, or anyone really, wants to try painting a figure, try using some of Playmates TMNT figures from the recent CGI movies. There’s plenty of detail, minimal paint, and you won’t feel like you've ruined a good/valuable figure if you mess up or aren’t happy with the result.
