No. Based on the photos some of us thought they looked like 3-3/4" scaled figures, but the C&C figures were later confirmed to be 6" scaled like the comic and TV wave of C&C figures that were also announced at SDCC.

I keep hearing its gonna be both but then I hear its not. Guess I'll just wait and see

They announced multiple scales, but they're 6" and 12". There's always the chance that they'll announce a small line of 4" scaled figures later on, but as far as everything shown at SDCC, there aren't any.
